Move comment section to below post and over all comments

Could you help me to move comment section to over all comments to avoid scrolling to last comments.

Hello,

You can only achieve this by altering the files. Each post template has 2 files corresponding to it. You will have to move the comments code from one template file and move it below the related articles in the other template file.
Here is an example of the default template:
https://www.screencast.com/t/LspHG5PLg5y and then paste the code in the loop single file directly above the related articles and wrapped in php tags: https://www.screencast.com/t/lsdEqVgA8Z1

So, commentators no need to scroll all comments to go to comment frame.
