You can also try without plugins. Please test with only contact form and td composer active. Disable everything else.

Sorry, I am not good enough at PHP/Apache/Ubuntu to debug this error.
I tried re-install of WordPress with only Contact Form 7 plugin. It worked.
Then installed NewsPapers, active theme, the form NOT work (still error 500).
Tested URL: http://dutoanf1.com.vn/index.php/2018/01/16/test/

Check the theme system status as well

If needed ask your hosting provider to increase the value of those server and WordPress parameters.
