Cannot seem to populate the Editors Picks posts on the footer area under the first style (1).

You do not get any posts in Editor Picks because that block is sorted by default to display only the posts from Featured category. Most likely, you do not have any posts in that section and that’s why you bring nothing. Check here -> https://www.screencast.com/t/TUGalDaw0E

Please keep in mind that Editor Picks is just a simple block 7 set up by default for the footer template. Also, this block is sorted by featured, as you can see here -> https://www.screencast.com/t/rbLWnDJz If you want to have other elements and change the sort order of these blocks you should change the footer template to style 5 and use any widget you want because it is customizable or also, another alternative, in this case, would be to try using the Footer Page where you can create your own custom footer template.
