I was answering your question “How do I do this in a Page?”. You open a page in td composer plugin, insert a row, split the row as shown above and insert the widgetised sidebar element as indicated. But you have to select what sidebar to use. The other row is for the page elements or content that you want to create.
I think I got it! Thanks for the extra help!
I added a widgetised sidebar to one of my Pages and then I selected the Newspaper Default Sidebar as the sidebar as the others are Footer 1, Footer 2 and 3.

2. Check Appearance>Widgets section or just open the category in the front end and populate the sidebar with widgets as you like by clicking customize on the admin bar.
