Trying to make a couple of changes in Theme panel e.g. Change Theme Color and change Theme Fonts and change does not execute, keeps spinning. I tried different browser and deactivated most plugins but issue continues. Please advise?

In most cases the issue is caused by one of the cases below.
Could be caused by insufficient resources

In this case the hosting provider should be able to increase them.
Or it could be a security setting, module or firewall, as in this case where the theme panel was not saving any settings

Also if you use Wordfence try to set it on learning more
