Can you guys please provide an option to download “plugins only” in themeforest downloads panel? It would be great if we could just download plugins only that come with the theme instead of downloading all files just to update one or two plugins.

Don’t know if we can add a new option there, I believe only Envato can do this if they want to. One of the options is to download the full theme package, the other is to download just the theme (this includes the updated theme plugins).
So if you download and install this package – http://prntscr.com/obyzbg it will include the theme plugins, which you can simply update from the theme plugin panel

Is there a specific link on your side where we can download “plugins only” just like we can download older versions of theme through a specific link that you guys share on this forum? I would like to download plugins that come with the theme i.e WP Bakery Page Builder etc without having to download full theme package?
You could simply download the full theme package and the plugins will be there, shouldn’t take much time do download and extract the package. The theme plugins have to be updated when the theme is updated, it is required to so.
WPBakery is usually updated only when the theme is updated as well. We don’t recommend to update just WPBakery, this could cause problems
