Comment seems to be disabled on all posts and there’s no way I will have to start to be enabling them one by one for 4,000 posts.
I have tried the options on the tutorial.

The instructions you provided did not work at all.
If you edit the post template with tagDiv Composer, there is nowhere to enable/disable comments.
The single post comment form is added to the template but only appears when editing the template and does not show when you view a post unless you manually set it for a particular post.
The screenshot you provided is only for a single post which doesn’t represent all posts.
Please check and cofirm.

Please check if you don’t have a plugin conflict, that’s why, please deactivate ALL plugins except tagDiv ones, also if you are using a child theme or cache plugin, deactivate them, clear all cache and try again.
Also, please try the solution provided above, and if this problem is not solved after that, then we need to take a look and see what happened there.
