I want to place a featured video o a post but strangely I cant see the place to change the post format to video?

You should see the post format https://i.imgur.com/bBkrqie.png maybe this is not enabled from the post options -> https://i.imgur.com/kpMKPXs.png (also try with Gutenberg editor).
In case that the problem persist make sure that you do not have some extra plugins to interfere, make a test using only tagdiv plugins.

Used Gutenberg
but no luck Post Format does not show up

Please try to use the Gutenberg editor, which is the default editor for WordPress and see if the problem of finding the video format persists.
