Not able to save settings in theme panel on newspaper

The “SAVE SETTINGS” button just spins when clicked.

Actions taken

1. Disabled everything but core required plugins. Issue still occurs.
2. reverted back to 11.4.2. Same issue.
3. reverted back to 11.4. Same issue.
4. upgraded to PHP 8.0
5. reverted PHP 7.4.28

5.9.3
