This sounds like a caching issue.You can check if is a plugin conflict by checking only with the theme plugins enabled. But since you say when you are logged was working correctly, then it can also be a cache or object cache https://forum.tagdiv.com/general-options-may-interfere-newspaper-theme/.

Please check if you don’t have a redirect set in the .htaccess file or a plugin for redirecting. You can disable them via FTP.
