Depends if you use for entire website mobile template or not, but you can do it in the phone section and after copy the entire row and paste it to the mobile template. The footer will apply globally if you use the same footer template.

Hi, sometimes the mobile layout works and sometimes it doesn’t, I created 1 different layout for the mobile version, but it happens several times that it shows the desktop version layout.

Usually, this happens with cache plugins. If the cache plugin lacks mobile support, the mobile theme version can be delivered instead.
The solution would be to use the recommended WP Super Cache plugin instead and activate these settings (especially the mobile device support): https://forum.tagdiv.com/cache-plugin-install-and-configure/
Also, please ensure you have enabled the mobile cache if the plugin has this option.
