To create a custom mobile menu, first create a separate page that will serve as your mobile menu. Design this page exactly how you want it to appear on mobile devices.
Next, edit your header using tagDiv Composer. Switch to the mobile viewport, add a Popup element, and set the Page ID of your mobile menu page inside the Popup settings.
Once configured, use this popup as your mobile menu.

At first, the reason the mobile design was not appearing was this: I had designed the Section in TagDiv using the desktop, tablet, and phone design options, but I did not properly create the mobile page itself. The mobile page was empty because I had not created it and I did not understand that part.
When I created the Mobile Home Page, I copied the mobile header and footer. Then I converted the header and footer using TagDiv, and the design appeared completely.
However, later I noticed another issue. The design I created for the category using TagDiv — when I edited it — the post content does not appear; it shows empty.
Why is it not pulling the content and category data according to how it was designed in the “All” section design settings? Why is it not displaying the posts and content properly?

From what I understand, you’ve designed your desktop version and also created mobile pages and templates, right? If so, you need to edit the desktop and mobile versions separately. Also, make sure you’re using a cache plugin that can deliver separate caches for mobile and desktop; otherwise, whichever version is cached first will be displayed for both.
For categories, make sure that in your cloud template you’re using blocks with the filter set to “Current Category.” If you’re using loop elements, they will automatically filter the results once the cloud template is in use.

If you’re using LiteSpeed Cache, please make sure that mobile caching is enabled. You can follow the official guide here: https://docs.litespeedtech.com/lscache/lscwp/cache/
After enabling mobile cache, please clear all existing cache.
Once this is done, the system should always display the correct cached version for each device (desktop and mobile).

I can’t say that LiteSpeed is not a good plugin, but you need to find the right configuration, as it has many options.
