Is it safe to update from 4.0 directly to 6.5?
Or should I update to 6.0 first, and then update form 6.0 to 6.5?

You can update the theme directly to 6.5 by using this guide – https://forum.tagdiv.com/how-to-update-the-theme-2/ and also update the plugins that come with the theme files from the /plugins folder. If you use a child theme, you have to update it as well because the old files modifications or custom css will not work in the version 6.
If you have custom modification to the theme’s files you will need to re-add them as when you update the theme these files will be overwritten, but the styling options you’ve set in the WordPress Theme or settings should not be affected.
Please note that Newspaper 6 is practically a new theme and the old file customization and custom css will not work, you need to adjust it to this theme version.
