A language called Tigrinya (or Amharic) not listed in "Language available …"

I have a site i am working on which will be only Tigrinya or Amharic which is similar language. These languages are first-language of Eritrea and Ethiopia. I was able to type the translation on the “Translations” section in the Theme Panel. For example, Search፡ ፈትሽ

The problem is that these translations are not showing in my pages. For example, Search is as “search” rather than above translation.

I followed an instruction given by Bogdan B.
https://tagdiv.com/wpml-newspaper-theme-compatibility/ and added .po .mo of Amharic language files to the wp-content/…./Newspaper/translation

After these, i hoped the language will be listed in the languages list of the translation but it didn’t and hence i am not able to display the translation of Newspaper’s widget labels.

The language description for Tigrinya
Full Name: Tigrinya
Locale: ti_ER
Language Code: ti
Text direction: left to right

Fyi: I got those .po .mo files from https://translate.wordpress.org/projects/wp-plugins/pomo-editor/stable-readme/am/default/

I guess i need somehow to add those attributes to the Newspaper’s language logic.

Any help is appreciated.
