1. Envato specifies that each theme can be used for one product (site): http://themeforest.net/licenses/standard
If you want to use it on multiple sites/domains you’d have to buy a license for each project. If you will change your site domain you can use it.
2. Unfortunately theme doesn’t have a block like that, you will need custom modifications for example block 1 is made by module 4 and module 6 but you can change that: http://screencast.com/t/YDovNwpT
