When I attempt to enable the ad blocks in the Newspaper theme, nothing happens. No blocks are shown. I am trying to enable the header ad block. Please help. Thank you.

Hello !
Please provide more details. In order to insert an add into the header you have to go into Theme Panel – Ads – Header and insert the code there.
If you want to add an AD element you will have to add it using the tagDiv Composer and insert the content of it like so: https://www.screencast.com/t/kDFGVsT1
