Add author link in meta under title in single post

I see how to remove the comment and add the author link for modules in meta, but I can not seem to find a way to add the author link in the meta below the title in single post view.
Here is a rough screenshot I drew up as an example:

Any suggestions on how this can be accomplished?

if you want a different order switch author with the date.
