I want the right rail widget to appear after content on mobile post pages. How can I get that setup? I can’t find anything in the mobile theme settings.

Hello rflmedia,
Do you refer to the sidebar on mobile theme? So, if you mention this, please notice that the mobile theme has been designed to work without sidebar, just to be the very fast feature. If you want to have a sidebar for your mobile, you should disable the mobile theme plugin and the theme will be switched to the general responsive mobile version which brings the sidebar on mobile view port.
