Add user review rating system for newspaper theme

I want to know if there is an option or plugin using which we can allow visitors to give their ratings as well in the comments. Reference like this: https://www.tutorialadvice.com/siteground/

Where the Editor’s review(Available in Newspaper theme) & the User’s review should get displayed.

Any suggestions most welcome.
