I have two problems that need help.
1. I have set the following ad code to appear on mobile, however, it seems like it’s not appearing.

2. ON the cloud template, I have added a 4-column row, and added a single image on each. It’s appearing well on the desktop, however is not showing on the mobile version.

1. Depends on the ad code, if it’s valid it should work. Maybe there are extra requirements in order for the code to work as well. Check the instructions from the ad provider, and follow them.
Some providers have extra requirements, like verification codes that have to be entered in specific locations. Or maybe the ads appear after a period of time.
2. The columns of a row should fall one below the other on mobile. So on desktop while it looks like this – http://prntscr.com/nsrrby on mobile it will be like this

What is happening in your case with the columns?
Note that if you have the mobile theme enabled the content from desktop will not appear on mobile. The mobile page content has to be entered in the mobile editor
