Hi there,
There seems to be issue with theme when comments are made and many complaints from users who asking about their comments as they are in moderation.
Many themes have simple ajax type message after submit “Your comment will appear here” or “Thank you! Your comment is awaiting moderation.”
I can make edits to comment templates, however I want to be sure that is my only option. Is there a theme function to turn this feature on?

Is not from theme, you need the check the WordPress configuration in Settings -> Discussion at the Before a comment appears and Comment Moderation section
I am referring to the notification that appears after comment. Comments are already moderated, but there is no notification
ie
“Your Comment is awaiting moderation”

Probably that comment are moved to Pending http://screencast.com/t/DvchC6FDF for a reason. Do you use a spam plugin or something similar?
Disable this http://screencast.com/t/uVDTZilHFJ54 but be careful to not be spammed.
I think belikeliquid is talking about the message that appears to the visitor (not to the admin).

After a visitor leaves a comment there is no message to say if the comment is approved or not, etc…
