I have applied the newspaper theme, but even after updating the website’s title and description through the Rank Math SEO plugin, the site title and description haven’t changed. What should I do?

Indeed, those settings can be done using a SEO plugin, after those are made you need to re-index the website so the google to know the changes that has been made.
Ask Google to recrawl your URLs
