Is there a way to change the background advert / and click through URL based on geo-location?

These are the only available background ad options at the moment, in the theme – https://forum.tagdiv.com/background-ads/
If you would like something else, please try to search for a plugin with the capabilities you mention. You can also search the forum for similar ad implementations that other users have made, maybe you can find valuable information.
