I know its possible by custom css, but the Background Tab in Theme Options should also have option to set background color there. Its required for non-repeating backgrounds like click ads. And as this is background related it should be placed in the Tab option.

The background tab only allows the use of a background image. But there is a background color under the theme colors section: https://www.screencast.com/t/UGxut4mbXhhZ
