Best practice: first update vs. first migrate

Hello, I am still running Newsmag 2.3.6 on my current server. I want to upgrade to version 4.0 and also want to change from my current web hoster to a new one. At the new host I have already installed a clean WordPress installation and Newsmag 4.0.

What do you recommend:

a) upgrade Newsmag on the old server and then copy the content and database (via FTP) and settings (via the export/import function).

b) just migrate the content (via FTP) and export the theme settings from 2.3.6 and import them to 4.0? Is that a viable option at all?

I recommend using DUPLICATOR to move over all content, dbase, etc.

Or, import the mysql dbase for the content (not the import/export WP file, as that never quite gets everything right, in my experience); import the TD settings like custom CSS, etc. from text file.
