I have block 5 and block 7 in my right rail widget and my footer widget. I want them to show the most popular posts in the last 7 days. I have the “Sort order” option set for both. I enabled the theme counter on the site. I also turned on the Ajax option because I have caching. The caching is actually off on the front page and the widgets are still showing up blank anyway. The site is saucemonsters.com.

I have checked your website and I did not saw any post view counter. You should enable this option from Theme panel if you want to use the 7 Days feature.

I have the post view count off from public view because we are a new site and the small views look bad. However, I have the proper settings turned on the backend that this should still work. There must be something else, right? Please see the screenshots. http://imgur.com/a/eLBbc

The post view count is off for public? Do you have hidden with CSS? Please notice that the post view option should have to be enabled if you want that your Popular 7 Days to work as expected. If is not active, the theme does not know what type of posts are popular (most viewed) if the post view counter is inactive, sorry!
Clear all your caches, purge CDN files and check the results.
