That element is a menu created in Appearance -> Menus => https://www.screencast.com/t/ygOfOy9o, edit the page with tagDiv Composer, add the element called “Mobile horizontal menu” and the menu created and set where you want => https://www.screencast.com/t/nV2sEJ4AMW
The blog is a page, set in that menu.

You need to create a menu, where you add what pages want to be on that menu, and after you can assign that menu where you want to be displayed.
