Can excerpts in flex blocks adjust for posts with no images?

Our site uses flex block 1 for most of the home page (it’s a local news site), and it works well. Every block has one or two excerpts, and most of those blocks allow one excerpt to include an image. However, not every story has an appropriate photo, so some times there is a big empty space where the photo would normally be placed. Is there any way to just display an extra excerpt below an excerpt that is missing an image? If not, is this something that could be solved with some CSS? For example, if Hide Image is false in a block, could the number of excerpts be incremented in that block for every excerpt that has no image? Editing the design of the flex blocks every day is not something we want editors to do.

Yes, the image can be hidden, that is not the problem. We want the excerpt to display images, so they are enabled. However, sometimes a story does not have any photos, and there is a lot of white space on the page where a photo would be. The editors can’t change the configuration of the block every day, so I’d like to increase the number of excerpts that are displayed whenever an image is not available, so there is no empty space in the block.

Unfortunately, there you can not shift the options in case of a condition and this will require custom work which is not covered by the support team.
