How I can put one or more blocks in section 2, respecting the sidebar?
I want to keep the sidebar how this, on the right side. But on the left side I want to put different blocks can I?

Hello,
The latest articles section is a loop for the latest posts or from a specific category you set. There cannot be any block added to this section. You can change the settings for it and set the number of posts to display here:
