I am using Newspaper theme version 12.7.1. Recently, I received a notice of update to Php version 8.3 through WordPress notification. Will there be any problem if I apply it to Newspaper theme?

We are using 8.3 here; just avoid 8.4x for now.
8.3 is kinda the modern “final” version of PHP 8 vs the earlier development versions. So, 8.3 will kinda be the standard php version for some time. Also, 7.4x still works, WP is just trying to push people to update due to 7.4 being a bit like Windows 10 now.
However: some ooooold plugins might not work with php 8. So, be aware of that potential issue, and perhaps go check on any third party plugins being compatible with php 8.
