I bought newspaper, installed it, put the purchase code (or whatever it is called)…………let’s call that siteb.com
I have sitea.com which was my original site. I got siteb.com years ago to be my blog. However, now I want to merge siteb.com and sitea.com
Essentially delete the WordPress installation on siteb.com then put a redirect (index.php) to sitea.com and blog from there.
So how do I change the website on my purchase of the theme?
To make it clear, I will not be using newspaper theme on siteb.com (which as of right now I am using it). siteb.com will have an automatic redirect to sitea.com

You can use a license key for one single product, but if you want to move the theme to another website or change domain/migrate, you can do it, reset the license key from that website https://i.imgur.com/FcSzuAu.png in this way thy license will be available for the new website and you can use the theme without any problems.
According to Envato license terms a theme can be used for a single end product (website)

Do I still have to reset the license key if I delete all files on the WordPress installation?.
By the way, I only want to keep the newspaper in one site.

The key reset is to be remove from database, only deleting the theme files are not enough, but if the WordPress was deleted too, then should be no problems.
