When a visitor starts to leave the page I want to popup a modal dialog asking them to sign up for our newsletter. Ideally, this will only happen if the user is not logged in / already signed up.
Similar to the functionality described here but I want to use the opt-in database to store all the users who have signed-up

That’s a good start, but, can I trigger the modal dialog box to popup based on the user moving the mouse towards the top of the screen indicating an intent to exit (close the browser tab)?

I’m not sure about a shortcode. The issue I’m struggling with is that I can find a plug in to do what I want but then I end up with two email lists. The opt-in list from tagdiv and the second list from the other plug in.

You do not need to use both. You can use only one if you use Opt-In only for the subscribe option, then you can use Mailchimp or another newsletter.
