I uploaded plugin visual composer from Newspaper-tf/plugins/js_composer.zip file ( V.8)
but i can not insall ,they say “The uploaded file could not be moved to wp-content/uploads/2017/06.”
How can i do?

You are not uploading the plugin in the uploads section but rather you are trying to add it in the media library. Please access the plugins section: https://www.screencast.com/t/9qpnoWna
