I can customize the block above by hovering, but not Latest articles.

Hello !
The latest articles option and related posts come from WordPress not from Newspaper Theme. You can disable it from here as you can see: https://www.screencast.com/t/uzXRgXTiHlH You can disable that and replace it with a Flex block that has more editing options.
