Can't get Toggle to be closed as default

Hello,

I am using the toggle shortcode but can’t seem to keep the items closed by default.

This is my code:
[vc_toggle title=" + How can I help?" open="false"]
Using it on this page:
http://www.thetika.com/authormanual/

Of course I changed open= to true and back to false, but this didn’t seem to do anything. What am I suppose to do?
