Hey, I was wondering how I can add the capability for a certain type of user to be able to edit the Newsmag theme panel. I don’t want to give a Freelancer administrative access, so I made a ‘Freelancer’ type of user and would like to give this type of user the ability to do that. Thanks!

Please keep in mind that this task is related to WordPress. You should check the WordPress Roles & Capabilities from the Codex, like this -> https://codex.wordpress.org/Roles_and_Capabilities After reading this guide, you should be able to set your Roles and Capabilities for your users.
