Hello!
Do you mean in Gutenberg? Check in the Settings -> Appearance, you should have the Categories enabled here:https://app.screencast.com/88NCg4atuwx3O (open it: https://app.screencast.com/KKgkL81TytX7Y) Please make sure you’ve created the Categories in Dashboard -> Posts -> Categories. In the Single Template, you should have the Single Post Categories element.

Originally the categories used to appear on the right side column, but now no categories appear and the publish button is not active.

The Publish button is not active because you have no title or content.
