Category tag in Mega Menu / Blocks

Hi, i got a question. My client always choose two categorys for his posts:

a) the town where the event has been (for example: New York, Los Angeles…)
b) The theme of the event (for example: Sports, Politics)

In the tags sometimes the town is shown and sometimes the theme.
The client says that this is very confused. Is it possible to establish one parent-category?

The theme will display the category tag of the category which has been set it as a primary category from the panel.
