Category tag on modules/blocks

I’m looking at this page to figure out how to manage my Category tag on modules/blocks and… My page doesn’t look like that. The page I’m looking ta doesn’t have the “Page Settings” nor does it have the three folders directly below it. Any ideas?

I tried deactivating all my plug-ins and trying again and… Nope.
