change BLOCKS header sitewide

I have been looking everywhere and I cant find it. is there a place to change BLOCKS header Style sitewide?

Hi,

There is an option in the theme panel, block settings – http://prntscr.com/maii9o

Note that if a block header template is set per block in the tagDiv composer
– http://prntscr.com/maij0j
This will have priority over the general theme panel setting.
