I would like to change the Title Header Templated default from Block Header 1 to a different Block. How do I accomplish this? Please advise. Once I change this, will this change it globally?

The issue can be also from a plugin conflict, that’s why, please deactivate ALL plugins except tagDiv ones, also if you are using child theme or cache plugin, deactivate them, clear all cache(also from your browser) and try again.

If I understood correctly you want to have a different header template from all Blocks, right?
If so then you can set the Global Block Header Template from Theme Panel -> Block Settings => https://www.screencast.com/t/axjfZ1MGRvGa and let the setting from the block on “Global Header” => https://www.screencast.com/t/urEcQ4uRXthen will apply the setting from Theme Panel.
