I might change the site I am using with Newsmag to Newspaper. If I do that can I use Newsmag on another domain?

You can use each theme/license for one project/domain. Of course you can use it on multiple test sites.
Yes you can use it to a different domain even if you used the purchase code, to activate it, you can use it again to activate the theme on the new domain.
