I have looked through many of the posts but I cannot seem to find anything with regards to this question.
What I would like to know is probably very simple, but for the life of me, I cannot figure it out.
I would just like the newspaper to lead with newest posts. Basically change the “most popular” and “latest articles.”
Just a straight swap.

Hello,
Unfortunately the latest articles section cannot be moved. There is no setting to do so. What you can do though is choose a different page template that does not use the latest articles and simply create the page as you want it to . You can use the block settings to create the page to your liking
