When I change “Category Global Settings” or even specific category settings, it does not change anywhere.

Hello,
This issue could be tied to your other topic. I suspect this could be a plugin conflict. Please disable all your plugins except visual composer and check your settings again.
You can also check the per category settings. If a category has settings to it then the global ones will not apply.
