Changing Heading Tags On Blocks and Post Title

Hello, how can I change the block title heading tag? I ran a httml test on my home page http://www.eatkb.com and results show that the block title is a an h4 and the meat information (title of the post, is an h4). How do I change the block title to an h2? Thank you!
