as the title suggests, as I have edited some of the css to fit the colour scheme and hover effect as well. Is there a way for me to achieve the desired functionally as mentioned?
It only seems to open the accordion upon the first click and seem to be inactive after that. Only closing when another accordion section is opened.

Unfortunately this is the default implementation of visual composer. We cannot provide any solution in this regard as you will need to modify the default plugin implementation. There is no simple css fix for this.

Slight misunderstanding here, that can be achieved through the accordion options. Simply check this option in the settings

That will allow the sections to be closed on a second click.
