Cloud Library doesn't show up/cannot activate tagdiv template globally on my sit

I cannot find the cloud library button on template header. How can it be solved? I want to activate my template.

Hi,

This button https://prnt.sc/ucu9zj will appear when viewing a post/category/tag etc page, not the template itself. From the screenshot I believe you are viewing a post template. Please view a post page and the button should be there.
