The Newspaper 7 demo shows white Title Text (“Forum”) and yellow Title Text Background with a yellow line that runs across. When I change the title text background color to Orange, the line color changes but not the tab. I have an Orange Line with black title text and no title text background. I can change the text color with the Title Text Color option. How do I get the title Text Color background to change color?

Look where it says “Orange County Lax News” beneath the big slider on my URL.
The look I am trying to achieve is similar to “Don’t Miss” and “Stay Connected” on your demo. I want colored Title text background. I can only get the line and the title text to change color. The title text background stays white.

This happens because you have magazine demo installed and that is the default layout for that demo. Try to comment or delete the indicated code from demo_style.css then test the site again: http://screencast.com/t/mDdDZQ8YteCO
