I have enabled comments on a post, however I do not see the function for the reader to actually post a comment?
Please tell me where this is.
Also, can I enable comments site wide or does it have to be performed individually for each post and page?

Make sure comments are
a) enabled in wordpress admin panel under settings > discussion
b) make sure it’s not disabled in the theme panel settings also
