You would typically use a plugin. You might also need an SMTP plugin to allow sending email securely via your website domain. Simple contact form, gravity forms, etc. Lots of options. See the plugin repo on wordpress.org to learn more about extending WordPress with plugins.

Use Contact Form 7. It is also tested by tagDiv and works properly with Newspaper theme
